Food is an essential and strategic human need. Limited land drives men to conduct optimization in District of Aceh Selatan by analyzing the development of commodity producting of food, both from the production of food crops, plantations, livestock and fisheries, and population growth. The objective of the optimization of the potential bio-resources in order to fulfill the need in food is to analyzed the need and availability of food. Software fore the optimization of food demand and supply, called OptiFoodPlus, was developed as tools to inderstand the condition of food development in a area and the result was used to determine the management policy of food, land and water. Verhults equation was used to estimate the population projection of the Dstrict of Aceh Selatan in 2020. With R2 = 0,8794, the resulted population projection was 229 402 persons consisted of 112 237 males and 117 165 females. The optimization of energy requirement resulted in 50% cereal, 13,46% animal food, 11,77% fat and soil, 4,52% tubers, 5,86% vegetables and fruits, 4,95% beans and nuts, 4,54% sugar, 2,86% oily fruits and nuts and 2,04% others. Availability of food energy in the District of Aceh Selatan is still very sufficient until 2020 and exceeds the need projection of the population. Trend of the food energy availability from cereal and fat/soil indicated an escalation and fulfill the need. However , animal food, tubers, vegetables, fruits, beans, and nuts have declining tendency so that improvement of productin of those commodities is required, either through expansion of planting area or intensification through the improvement of production technology by considering the availability of land and water resources. Area of Protection Region is 296 894 ha (70,93%) and area of Cultivation Region is only 121 662 ha (29,07%) which can be developed as agricultural land, plantation, fisheries, industry and settlement. The optimization of land utilization on the cultivation region in the District of Aceh Selatan resulted in the need of optimal land for food crops in wet land of 8 154,4 ha and land availability of 56 257,31 ha so that there is 48 103,17 ha short. The need for optimal land for dry land food crops is 3 558,81 ha and the land available is 15 607,69 ha, so that there is a surplus of 12 048,89 ha. Furthermore, the need of optimal land for annual crops is 5 229,31 ha and the available land is 13 096,09 ha which gives a surplus of 6 319,67 ha. Water required for agriculture, domestic, and industry is still sufficent based on the water resources potential in the District of Aceh Selatan. The biggest water requirement comes from agriculture amounted to 9 055 million m3 in 1991, increased to 10 066 million m3 in 2007 and is projected to reach 13 258 million m3 in 2020. While the water requirement for domestic and industry is still relatively low with a volume of less than 160 miliion m3. Based on tank model analysis conducted in Singkil Watershed, it is found that the available water volume in Singkil Watershed reaches 3 438 million m3. The increase in the production of animal food, tubers, vegetables, fruits, and beans requires the availability of land and water resources, which are also required for the development of food crops, animal husbandry, fisheries and plantation. The development of OptiFoodPlus software is also used as tools for the prediction and projection of the availability of food in a certain area.
